They were trying to get the JRPG fans to buy the game. Who the fuck would have bought a game about a kid with big shoes running around with Donald Duck and Goofy in 2001? Nomura oversees the whole project because he's the director and it's his creation. He doesn't write the whole story himself. He's credited as the concept writer but starting with Days Nomura became more involved with the story writing. We don't exactly know where he stops and Nojima/Watanabe begin but it was stated Nomura wrote most of the dialogue/story for Days. Watanabe is the only person credited for the writing in CoM.
