Briefly, your original perception (if I remember your post correctly) focused on intention - police actively going after minorities because they are asked to - the distinction being made is how unintentional things play as big (or even bigger) role. A few examples off the top of my head:
*A black person wearing a hoodie being perceived differently and thus "more suspicious"
*Police training/guidelines focusing on looking for specific locations etc (i.e. "we need to patrol more in the inner city")
*Unconscious racial bias not being addressed
*Harsher sentences that lead to the next person reading their file having a worse perception
