I don't know what any of those acronyms mean Wizards of the Coast, the company that makes D&D, has a license that allows you to copy/paste their rules to make officially licensed products for D&D and it's open for everyone to use. They tried to cut off this contract and create a newer, much more restrictive one, that they could monetize better and there was some pretty massive backlash. The text of the 1.1 license leaked and it was horrible. So they made some improvements and released 1.2 and it was still horrible. They have now cancelled 1.1 and 1.2 and reverting back to 1.0a which is the version everyone liked and releasing a new version under Creative Commons which is a well favored license in fan spaces like this. But you don't have to use the Creative Commons one if you don't want.
