Cant remember if they explained it or not. So a Nen abilities power is some combination of how powerful the person using it is, whether that ability aligns with their specialty, and the scope of where/when/how the ability can be used (I.e. only targeting specific people, enhanced power due to an RNG element, etc).

whats stopping people from making 1 million abilities, all very specific, so they are all very OP? But theres so many that they always have multiple answers to every scenario. Or creating a new ability mid combat, something like Insta kill this person, but if I use it on anyone else then Im the one who dies and then just making a new one of those for everyone they fight
