Water/Dragon only had a weekness to Dragon until Fairy was introduced, and Gen 2 only had three damage dealing Dragon moves (not counting Dragon Rage); Twister, Dragonbreath and Outrage; all of which had poor distribution Not to mention that offensive Dragon moves were rarely seen on anything that wasn't Dragon type anyway (so basically Kingdra and Dragonite in Gen 2) because while Dragon is great defensively, it's kind of terrible offensively since it's only SE against itself.
