When you run, you kick the Earth.

The Earth does not like being kicked and thus pushes you away, so you move with your power and the Earth's push.

When you walk you don't kick the Earth, the Earth does not push, and you only move under your own power.
I was about to post that this is, in fact, how the laws of physics work. But then I got to the second part, and your post became a fail.
