I think this is mis-representing the situation a bit. Nasu (the author) was definitely a known name at the time after kara no kyoukai and then the massive unexpected hit that was Tsukihime. Which then got a fandisc/sequel sort of thing. He's definitely a stand-out writer and with some previous publications to get his name out there I don't think readers were really expecting it to be trash bin, and by the amount of effort they put into it (so many CGs! absolutely massive script!) I don't think anyone on staff was either

admittedly, I don't think anyone expected it to become the absurdly gigantic multimedia franchise that it is today, but I've read some stuff from back then that does belong in the trash bin and I can tell you that FSN was on an entirely different level
