I don't know if it's a licensing thing but I mean they released Kuuga it's kind of weird they didn't release Agito after it. Also even though it's not pre-orderable they announced a while back that Black was coming out next year as well I imagine they're going based off popularity and recognizability. Kuuga is, well, Kuuga and Ryuki is the only Heisei series with an American adaptation so it makes sense.
