It is because everything already contains onion and you are conditioned to expect the flavor so it takes more of it to be "noticeable." Unless you have a super dank onion ring you can definitely taste the onion, it just doesn't end up being as crazy because your mind already goes onion ring -> batter w/ onion powder -> batter. It's the same with garlic in that there are a lot of things that have a lot of garlic but you don't really pay attention to it because most of the time garlic is just assumed. In addition it also matters what type of onion ring that you are talking about. Cornmeal versus beer-battered is a notable change in just how much you can taste the onion.
