Are there going to be any forced characters who need a LOT of Bexp? Because of the way BEXP works in this game, it's not a great idea to level up underleveled units with BEXP. It's better to just get them to 99 exp and then level them up. But yes, there are a few underleveled units who are forced at the end, but they can sort of function on their own without a bunch of investment. Kenri posted... Haar, and dragon knights in general, are absurdly good in FE10. I'm not sure how much the FE10 speedrunning strategy has changed over the years but I know it used to be largely a Haar solo run.
