At least Hollywood started getting its balls back in the 50s with Elia Kazan and Billy Wilder movies Both the Screwball comedy and Noir thriller came to prominence while the Hays Code was in effect. I wouldn't say things were completely stifled with the studio system at its height and stars that we still regard today flourishing in spite of the restrictions. I think the Hays Code deserved the scrutiny of the time but this idea modern notion that it resulted in a Puritanical reinvention of Hollywood couldn't be further from the truth.
