I feel like Haru gets snubbed a little, she doesn't get a lot of in-story chance to reveal her real feelings behind the ditzy/diplomatic exterior. It also seemed unrealistic how she was still squarely on the thieves' side after how palace 5 ended up. she doesn't get something like a scene where she goes through the angst and personal guilt of her potential involvement. i'm aware that her being a persona user means her heart was set on the change of heart no matter the outcome, but I think she needed a scene like that to add some depth to her. Otherwise it's kinda weird how she's in tow pretty seamlessly with everyone afterward. I guess this is a lot of words to say I don't think she has a complete arc.
You're exactly right. She really suffers from the structure of the game in general.
Her recruitment chapter is more about Morgana than it about her. Then immediately her Dad dies and she doesn't have time to make that into a big thing for her development either as she literally just joined. Then the remainder of the game is spent on the Phantom Thieves doing one last job before they break up for real this time.Most of that could have been solved if she joined earlier in the game and her father was foreshadowed through Haru directly. But then the confidant stuff makes that difficult too. She's just awkwardly placed in general.
