I just don't think there's as clear of an answer as the Pokefanatics think.

Let's actually crunch the numbers here.

How many non-Legendaries are there?

There aren't even enough to feasibly take out a million dinos. Let alone a billion.
The only reason there's not a "clear" answer is because every time this question is posed, people try to apply the game limitations to the Pokemon to handicap them.

The only reason Pokemon are limited to 4 moves and have PP counts on moves, are for game balance. The anime doesn't have either of those limitations. And without those limitations, Pokemon win, hands down.

With those limitations though, pokemon would lose, just because of the sheer number they're facing. It could be 1 billion of something completely harmless. They'd still run out of PP. There are currently 820 non-legendary pokemon and holy_bolt already did a quick number crunch with 1,000 pokemon. They wouldn't get anywhere close to 1 billion.
