That means an extra 12.5% in both of those stats at the start of each battle, and each time Porygons stats change in battle (either by raising them with a move like Sharpen or by the opponent lowering them with a move like Tail Whip) the Badge Boost Glitch will re-apply those boosts and give an additional 12.5% to those stats.I think it's only stats other than the one altered.
