I think the only difference between the perception of Bill and Chevy is that, while both masked their irl asshole behavior through comedy / the characters they played, Bill's characters had more of an everyman charm, while Chevy's characters never quite shook their smug self-assuredness. One looked at Bill and thought 'yeah, that's a guy I could have a beer with,' while one looked at Chevy and thought 'yeah, this guy probably thinks he's better than me.'

Their latter-day careers also helped widen the gap in perception: Bill has a long list of cool, soft-spoken Wes Anderson roles under his belt, while Chevy is now best known as playing a loud, racist asshole on Community.
