I feel I read and understand the intent of the law and still think ten years is too big for there to be discretion. I also think a 14 year old with a 19 is not okay and should have no discretion for if they register. Just the people who clearly hadnt understood at all. I dont have a horse in this race. I dont care what the age of consent is in California.
