Before WW1, British-owned oil companies drilled in the Middle East under business arrangements with the Ottoman authorities.

After WW1, Britain had a severe case of imperial indigestion: too many trouble spots, too few troops. British military manpower melted away after the end of the conflict. (It was more important to have workers in factories than in barracks.) So by the time the Chanak crisis broke in September 1922, when Britain seemed to be on a collision course with Turkish nationalist forces in Anatolia, London had to go begging to (if I remember rightly) Canada and Australia for troops -- and got humiliatingly turned down. Direct rule wasn't a practical option.
