in a 12 unit complex except his own?

called the internet company because mine was out and they said that every single person's device in my unit is down except for Unit 7. The guy in that unit is mentally ill, pounding on people's doors at 2 in the morning upset about loud music when it's always quiet, I've talked to the other residents and no one else ever hears anything. I'm wondering if he was somehow able to sabotage the rest of our internet while keeping his active or is that not possible?

The lady on the phone also told me that the other complexes just a few feet away on both sides have working internet, seems like a wild coincidence
