Either make every single cat have a registration on them or ban scrap yards from taking them or the catalyst. And they need to commit routine inspection of scrap and junk yards and if any catalytic converters are found on the property (not attached to a vehicle naturally) then the yard/shop owner needs to go to prison for years.
