If you actually read the article, it was never meant to "Stop the hurricane", just "reduce it's storm rating by a few tiers" to be manageable. Current Wind Turbines are already designed to withstand hurricanes while off-shore. That's why they are already allowed to operate in area's where Hurricanes might go.
