There's more to this story that's not in the article. The area he lives in has no tax budget for the fire department. They rely on community funding for it to pay for everything. This guy thought he was going to be smart and just not pay. His house caught fire and they came and said you haven't paid but if you pay now we'll help so he did. Then he stopped paying and it happened again and he was warned that this wasn't an optional fee. Then when it happened a third time they just let it burn. By letting him continue to get away with it they set the precedent that nobody ever needs to pay it until something catches fire, then the fire department literally can't exist because it has no money.
