They also use the same VAs over and over doing minor other roles. Not a real fan so far... People been jizzin over this? I think you're referring to when they speak in their heads using cyberware. I found it weird as well, but I believe it's intentional. I assumed it was like a text to speech thing using their own voices in their heads.
