"they be coming over later" makes no sense. you only use "be" if the action is habitual: "they be going to the gym"

you could also say "they coming over later" and it sounds fine. "they are" and "they is" are both grammatical as well, just different dialects.

to be "ungrammatical" a sentence has to basically be something like:

"The to man walk store the."

that's an ungrammatical sentence.

"They is over later coming" is also ungrammatical.
