Not familiar with Bright Arts, but that's likely something you'd need to buy online. Amazon, Ebay, Surethingtoys, BBTS, Entertainment Earth, the NA Square-Enix store, etc, are all options. If you needed to import it, you'd probably want to go with AmiAmi, but it's been years since I went through a Japanese seller so I'm not sure who's still active at this point (and, honestly, the US retailers have expanded enough to just use them).

Otherwise, in general, it depends on what you mean by "Japanese toys/figures" since US-made versions of Japanese properties are available at major retailers, but the actually Japanese-made stuff is rarer. Gamestop carries some of those lines and then so does Target on a much smaller scale (ie, you might see Bandai's SH Figuarts or D-Arts or whatever they call them now)
