Russia has the same situation going on with the Wagner Group though and Putin greatly exaggerated the issue as a pretense for invading. I think Russia significantly reduced how often they talk about Nazis in Ukraine as the number of captured Russian soldiers with Nazi paraphernalia or literal tattoos increased: https://gamefaqs.gamespot.com/a/user_image/4/7/0/AABJX0AADeSG.jpg On topic, though, I don't see this announcement as anything other than a tacit acknowledgment that Ukraine has the military strength to potentially retake Crimea.
