Nazis in Ukraine have definitely been a problem. The neo-Nazi Azov group were formally incorporated into the Ukrainian military. Russia has the same situation going on with the Wagner Group though and Putin greatly exaggerated the issue as a pretense for invading.

I think Russia significantly reduced how often they talk about Nazis in Ukraine as the number of captured Russian soldiers with Nazi paraphernalia or literal tattoos increased:

On topic, though, I don't see this announcement as anything other than a tacit acknowledgment that Ukraine has the military strength to potentially retake Crimea. Since Russians have been using it as a vacation home destination for almost a decade there are lots of Russian citizens to evacuate before fighting starts.
