In the context of gen 1... well, they all suck. They're all plot-irrelevant nobodies who only show up in their gym once you reach them and don't do anything afterwards (you know, the exact thing that people criticize characters in the newer games for doing).

In later games though... probably Lt. Surge for his cool laughing animation and some of his lines. Plus he directly trades a Pokemon to the player, which is cool. Blaine also got some good characterization with his entire old gym being destroyed.
