Yeah, he does that at the end of the fight once he started growing faster than Garou can copy. That just further proves that at the beginning of the fight he was genuinely trying and unable to beat Garou. You're using Saitama's previous characterization. Murata for better or for worse (for the worse) changed all the characters after Golden Sperm was created prematurely to become much different than how they normally are.
