Unless something happened in the second half of Journeys, Pikachu has never had more than 4 moves at any given time. When it learns a new one, it quietly forgets an old one. It hasn't used Volt Tackle since it learned Electroweb. IIRC, the only time the anime ever blatantly broke the 4 move rule was Drake's Dragonite during Orange Islands, which had 10. And that was an intentional decision by the writers to make it seem unstoppable.
