We know the Beam Rifle does on Legendary of course, so I would assume the Sniper does too. But getting killed by a Sniper-wielding Flood isn't something that happens often in a regular playthrough. 343 did release mod tools for most of the Halo games on MCC, so I'm sure you could mess around with those kinds of things if you learn the basics.
