I too find this weird. I've only played SR2, and while overall it was one of my surprise hits of that console gen, I would still categorize the writing as 'better than I expected,' not 'good.' And the characters were pretty shallow; I chuckled at a couple of Johnny Gat's lines but never once found him to be a compelling or well-written character.

SR2 had the benefit of coming out when many people (including myself) were dissatisfied with the direction GTA4 was taking the franchise, and SR2 ended up feeling 'more GTA than GTA.' It was pure ludicrous fun with the occasional surprisingly-decent plot moments to loosely string the whole thing together, and the ridiculous amount of character customization helped cement its memorability. I also played as a female Boss, an option that even then I'd wanted out of the GTA franchise; presumably they didn't make any significant dialogue alterations between male and female in this case, and it was surprisingly cool watching my female Boss stomp and swagger around and bark orders at the troops exactly like her male counterpart would have.
