To answer this question, Watch Dogs 2 is the other well-regarded urban sandbox game that comes to mind. Ah yeah Watch Dogs 2 was great. That would be the last GTA Clone where I actually thought that. Unfortunately I don't think it sold well. Dunno if Legion did either. I think it's a tough genre to tackle. Production values need to be high and content needs to be varied. People seem to forget how the old Saints Row games would pad out content by recycling 10 levels of different types of side missions you were forced to do to progress the story.
