Well, let's see what's happened every time he's stopped training:

1) After Cell. Struggled to handle Dabura, creating the perfect opening for the whole Majin Vegeta and Buu revival thing to happen. Goku was technically dead, and Gohan was still supposedly earth's last real lone of defense, and when Buu showed up, he was totally unprepared.

2) Frieza's revival. Goku and Vegeta are MIA and can't just bail his ass out again. Piccolo gets killed because Gohan can't handle anything himself.

3) Tournament of Power: straight up a situation where goku and Vegeta CAN'T just carry the day themselves, and once again, your pants are down. He was lucky that he had barely enough time to at least get back to baseline.

4) (manga territory) Moro: Good thing you got back to baseline for the ToP gohan, because otherwise you, your friends, and your family would have been absolutely FUCKED when 73 rolled into town.

5) (Super Hero spoilers) Onceagain, Goku and Vegeta are MIA. Once again, Gohan, you are the only one with the CAPABILITY of squaring off with one of these threats, and you just... decide not to bother being ready.

It'snot just that he wants to be a dad, or that he doesn't like fighting. It's a pattern of him slacking, and people paying a heavy price for it. The fact is, the universe has proven, over and over again, that bad shit will keep happening, and Goku and Vegeta aren't always able to just swoop in and fix the whole thing all by themselves. Whether it's because they're busy or just negligent, his attitude of "oh well, they'll fix it" literally does not work. And his friends and loved ones keep getting hurt, endangered, or killed by it. There comes a point where the guy has to Grit his teeth, acknowledge that he is one of VERY few people even capable of tackling these situations, and take some damn responsibility. It doesn't matter that he doesn't like it, he's nearly gotten the world destroyed three or four times with this shit. And that would put a serious dampener on his insect biologist career.

Basically, the man needs to brush up on his spider-man. We all have to deal with doing things we don't like because they're just good choices. And sorry, but its obvious that these global threats aren't just going to stop happening.
