It's trolling specifically engineered to get people angry and reach an emotional breaking point. They go over the ways it happens.

They say that it's made in a way to get people to feel like it's a good thing, without having to admit they get pleasure from people freaking out. The behavior is excused because of the perception of a moral high ground. Which is why so many bring up him providing a good service when he's not doing anything or try to conflate criticism with being a lazybone.

It's not different from any other trolling or harassment. You can push anybody's buttons. It also kind of shows you're an easily influenced person. Which is why it's always interesting to see the cognitive dissonance with people that defend CN. Both trolls and people who absolutely hate trolling often come together on this because stray carts are obviously bad.

Good thing he doesn't harass, at least by legal terms. Politely asking someone to return their cart isn't harassment. Putting bumper magnets on their car also doesn't violate any laws. He also doesn't impede peoples path, they can drive away at any time.
It's definitely considered harassment legally.
