Mathematically speaking, it wouldn't. Trains and boats are so much more efficient on all fronts that none of the garbage "future tech" have any barring on them at all. From a civil engineer perspective you are looking at price, stability, throughput, and implementation. The hyper loop concept is fine-ish on the first (not as good as trains but the initial difference isn't that big of a deal) but terrible on all three of the others. The concept mostly exists because people pine for a "super future" like the Jetsons without actually having the slightest understanding of what actual future technology would even work like. Just that it's in chrome and lacks wheels.
