He doesnt have to be the primary antagonist of the movie, but you cant introduce mutants and Xavier without introducing Magneto too. Or at least you shouldnt, I think. same thing with Doom. The FF movie doesnt need him to be the main villain, but they should introduce him into the universe as soon as possible.
