I would argue Super is one of the 'most' necessary sequels. It revitalized Dragon Ball (especially after that god awful live action) and provided a booster shot of new content to the universe (where the games had been retreading the same events over and over and over and over). It expanded it in fun ways that introduced some fun characters (Universe 6 has some greats that I'd rank high in the whole series).

I actually didn't know the series was that hated, I thought it was pretty fun... but even that aside, Super bolstered the series popularity and lead to exciting new entries like FighterZ and the Broly Movie.

Star Wars is also sorta necessary by this metric... but Rise of Skywalker was so bad that it may have had an the opposite effect. We don't even know when the next movie is (there's one set for next year but we have no idea who's doing it or what it is)... that's crazy when Disney's mapped out like a dozen Marvel movies.
