Oh shit, that's my BJs, and AMC theatre. That parking lot has private security driving up and down. Wonder where they were. They would have definitely stepped in on a commotion like that because lots of fights and shit happen around there.

It definitely is harassment in NY.

Harassment in the Second Degree, New York Penal Law 240.26

It is a violation punishable by a fine of up to $250 and/or up to 15 days in jail for an alleged offender, with intent to harass, annoy or alarm another person, to:
-Strike, shove, kick or otherwise subject an alleged victim to physical contact, or attempt or threaten to do the same;
-Follow a person in or about a public place or places; or
-Engage in a course of conduct or repeatedly commit acts which alarm or seriously annoy an alleged victim and which serve no legitimate purpose.

The issue is that DAs don't really bother charging people unless it's repeated in at least a second instance. Basically a "has it stopped?". However, if they're feeling like dicks, they can definitely charge him.

The magnet stuff wouldn't be vandalism. Likely criminal mischief if they can prove he's doing it on purpose to harass or just some guy putting magnets on every car. He's obviously doing it on purpose.

He mostly skirts on that and by basically switching up jurisdictions. If he has good lawyers, he can probably slide on lots.

However, it's still harassment. It also serves no purpose as he's not protecting anything. The second he arrives to harass, the threat is over since he would put it back if the lazybones wouldn't.

The issue isn't even really about wherher he's right or not. He's obviously right. People should put their carts back. His way of going about it is the issue, which is to harass people over it. I think people have trouble seperating that part.
