I think that the point of his higher constellations is to make him good as a main DPS. I mean, think about it. His C6 infuses normal attacks with anemo and gives a 0.2% damage bonus per point of EM. With 1000 EM that's 200%. Imagine that combined with the VV anemo damage bonus and an anemo damage goblet. Also imagine running him with a sub DPS like Xiangling who can constantly apply elements for him to swirl.
