Prob goku cuz he seems more powerful overall. Both can prob take over our world tho without much issue but Goku would just be more efficient. He already destroyed his world's military might (red ribbon army) as a lil kid.

I would say Goku has the more consistent and concise story which gives him a huge edge.

Luffy isnt bad though. And I devoured one piece but got stuck multiple times due to the story dragging hard. Which isnt Luffys fault.

Its like comparing great apes to devil fruits in my book.
