Because it's more about the impact they made on the culture than their standing within their own series' lore. Vader was all over the first three movies as the one to be worried about. Palpatine was the schemer in the end but Vader is the first villain you'll see in the series, kills the mentor character, has Han frozen in carbonite, dumpsters Luke in their first fight, saws his hand off and does the father reveal. Has a much more distinct appearance, was the top red lightsaber guy for a while, had the voice.
