This isn't really a Zootopia specific problem, but more about children's movies in general and more broadly most popular media.

There's often an acknowledgement of societal problems as being the symptom of ignorance or a small number of bad actors, and a fantastical conclusion that eliminates the problem. More radical takes are dismissed as being too political.

We are seeing a shift in that though. Something like Thor Ragnarok received a lot of critical acclaim, in part because the thesis was "society is built on sin and atrocity and is incurable while preserving the glorification of the past".

I would also cite pre-Disney Star Wars as being somewhat subversive where the Empire/Republic are explicitly a partial allegory of the United States.
