There is now an account on my new computer called administrator that requires no password or passcode and I did not add this account: I gave my account administrator privileges so that I could download apps. Later I noticed that I could not change permissions on files so I went into the security tab of the folder and changed the permission inside that menu for that folder.

That's weird. You went through the initial windows setup right? You shouldn't have needed to change permissions just to download things.

It sounds like somehow you made your account a regular user instead of the computer owner.
