Tatooine was beyond the outer rim so Republic laws meant nothing there. They even used a different currency (Republic credits? That wont do I need something more real).

Honestly as weird as it is Watto is one of my favourite characters in the prequels. Hes a douchebag slave owner, but you always see that he cared about Anakin and his mom, especially in AotC. Annie?Little Annie?! As strange as it is, Watto was the closest thing Anakin had to a father figure before Qui Gon came along. Pretty well written character for a fly with Gonzos nose.
