I worked for spectrum and people would always say "I never got my bill" when we'd shut em off. Regardless if that was true or not they were using the services under a price that was set up when they started service. They'd still owe the money. Which i assume is true for utilities. I think his only recourse would be if they told him his water was covered in what he was paying. --- The night brims with defiled scum,and is permeated by their rotten stench. Just think.
