P5 Royal is just the developer Atlus not getting with current times. It's essentially DLC, that adds tons of QoL improvements and additional content. But instead of being able to just buy and download it to P5, you had to re-buy the entire game to get the extra content.

TLDR: Persona 5 Royal is simply Persona 5 + extra content.

And to your other question, yes the Persona games are that good. If you like turn based JRPG's, then you'll have a lot of fun with them. Basically the characters are all students and you have to balance going to school, spending time with friends and fixing all of the problems that happen with the story.

My favorite in the series is actually Persona 4, but 5 is a close second.
