I was mostly going for the first one - "Give them bread and circuses and they'll never revolt".

Or the longer version of the quote: "The people that once bestowed commands, consulships, legions, and all else, now meddles no more and longs eagerly for just two things bread and circuses!"

I think it's important to note that circuses in Rome were large open-air venue used for public events, such as chariot races, horse races, gladiatorial combat, and performances that commemorated important events of the empire.
So, it doesn't the same connotations as our word "circus" does, for example in relation to the term "media circus".
