THAW was when they removed it cuz Activision was being slave drivers with the annual releases and Neversoft had to cut corners to make the deadline. mmm...maybe I played the wrong version then? I specifically remember being pissed that THUG 2 had no create a goal and lacked some options in favor of more expanded park options (which didn't make sense, imo). You could make a map and set some shit up, but...I don't remember npc dialog boxes or goals.
