to be clear i am not a lawyer and i cannot guarantee that my interpretation of this situation in particular is correct. If anyone is a lawyer please heed their advice over mine. But i do have some experience with public health law.

generally speaking you are subject to whatever the law is where you are, regardless of your state or country of origin.

Specifically i think this case would be very difficult to say. Im sure that Florida authorities could attempt to make an arrest if they really really wanted to using the argument you stated. but i think it would be fairly difficult for them to find out about your gender transition if youre on a field trip. The language of this initial law seems to target classroom education in public Florida schools and would be reliant on parent reporting or internal board of education stuff to actually enforce any of these laws which wouldnt apply to you.

and lastly this Im much much less sure about but theres a possible interstate commerce clause angle here which would put this case in federal jurisdiction rather than state jurisdiction and youd be much more likely to win the case at that level.

tl;dr: yes, those laws likely would apply to travelers from out of state. however, it seems highly unlikely that you would be the target of recently passed legislation as it currently exists.
