I don't remember that line but I do remember Cell taunting Gohan that after he killed him he would kill everyone one Earth personally then he would go into space and kill everything on planets one by one forever.

So kind of a really slow destruction if you think he can live that long sure.

Also iirc he said his solar Kamehameha was going to destroy the solar system so Gohan better not dodge in that final beam struggle not that this comment would prove Scotty wrong since the solar system is part of the universe so destroying it isn't a contradiction.
