Cell was just being hyperbolic at the time. Just because he said his intent was to destroy the solar system or even the universe doesn't mean he was actually able to. Cell's supposedly solar system destroying Kamehameha was matched and then exceeded by a Kamehameha from Gohan, and the end result of all that destruction was a blast that left a crater that didn't even destroy the planet they were standing on. If Cell's money was actually where his mouth was then Gohan's blast wouldn't have missed the solar system despite also literally standing inside of it himself.

Like guys, just because a character says something out of pique doesn't mean they can actually do it. DBZ characters are actually capable of being wrong. How many times did Vegeta shout out that he was a super saiyan before quickly being corrected by a much more capable opponent? Was Krillin correct in assuming Goku was able to stop a rock from smacking him in the face while his eyes were closed?
